Kennedy Half Error?

In the process of getting a bunch of mint sets for an album I came across this Kennedy half which I havent seen before. I have no clue what caused it or if its valuable and looking for info.

The 1 in 1984 is cut a little short but the bottom of the 9 and 8 are just flat out missing on the coin and its still sealed in its mint plastic inside the set.

Certainly could be. A better answer would have been its the 2nd of two known errors with the last one selling for a million dollars lol
