Yours are proof, and I generally wouldn't say that Franklin Proofs are poorly struck, but the reverse detail appears misty on the four I own (1960-1-2-3) and on a lot of the ones I've seen. (My local coin dealer has several earlier proofs in stock, and they all seem about the same, although I remember his 1954 as being quite stunning. There's a 1954 for sale on ebay right now [item 250102777808] that's a pretty nice [read: expensive] example of cameo and relatively stark details.) I'm guessing this has something to do with the way the dies are prepared for minting proofs. In the Franklins the details often seem to suffer for the sake of the reflective surfaces. I'm not an expert, so you're still seeking a definitive reason...
