I think it's a great time to buy proof sets if that is what you want to collect. Silver or Clad. Even though many of the silver proof sets that were at junk silver prices, most sets that had a good premium attached have fallen quite a bit.
I do agree with others also that I don't foresee them (Clad) as being an investment of any kind in the foreseeable future.

I've been purchasing clad proof sets over the past few years just so that I have some good quality coins for my albums. I also purchase an extra set strictly for have a complete annual set.
I like the idea of having the extra set against the possibility that one of my kids won't be raiding my albums to fill in the blanks in their own albums.
My kids or grandkids wouldn't do that ....... really ....... nawhhhhhhhh !!!!?

I enjoy collecting silver and clad proof sets. I like the fact that everything is one and together. I don't collect them for investment purposes but rather because I enjoy it.

I've been checking the 1999-2008 Clad Set runs on the Bay (I have the 2009 Clad Set already), and local shops have plenty of Clad Sets...

One thing I have heard of to be aware of when buying mint sets on the aftermarket is that some collectors will buy multiple quantities of sets from the mint looking to cherry pick the best quality coins. They are looking for the MS69 and 70 coins, hoping to make a quick buck. The remaining typical quality sets are then resold aftermarket.
This is not to say this is the case with all sets resold but it something to be aware of.

I was at a LCS, looking at a run of 1999-2008 Clad Proof Sets. They also had the 2012 Clad & Silver Proof Sets for less than their going rate on ebay, so I was really torn. The owner fetched a Mint box for me, and we made a deal. I checked the coins, all are problem-free. $200 total out the door for the items you see here:

Which coin shop was that? If it was Colfax coin I'm gonna be mad. They didn't have any sets 2 days ago.

Actually I started with clad proof sets and still get them but I also get the silver proofs and have and still purchase the Premier and Special Proof sets. Any xtra clad sets are busted up for my albums.

Relax, Coindog, it wasn't Colfax Coin. This was from a shop in Colorado Springs. I was down there because they have the 1999-2008 Clad Proof Set run for (display case price) $200. I bought the items in the picture instead. Some may not consider 60 miles away to be "local", but I do go to this shop roughly once a month. Their case signs were asking $100 for the 2012 Silver and $50 for the 2012 Clad. Since several recent auctions finished above $120 for the Silver and $60 for the Clad, and even the lower auctions were ending $100 Silver and $50 Clad, I thought this was a fair deal. So did the woman in front of me, who was really happy about getting a Silver Set! If we judge by the case signs, I got the 1999-2008 Clad Proof Quarters run for $50.  It is ironic that I bought these two 2012 Sets when I already have two Silver Sets and one Clad acquired for issue price, but I thought this was a better deal for my two Benjamins than the 1999-2008 full Clad Proof Set run.
