What bullet do you know that is that small?

I was thinking gas bubbles as well. Does this fall onto a planchet flaw category then?

I don't know any bullet that small - but a gas bubble would not make a hole on the other side. When you look at the other side of the coin, do the marks come through at all?

just checked the other side and only the deaper hole shows a slight bump
