Good guess, I would be tempted to agree.
I have a genuine municipal dog tag on my key ring in case I loose them in a public place.

it does look to be written in japanese, but I cannot recognize the character below - must be some old form (used before ww2) or something
(japanese is not my native though, so...)

the character above means "gold" or "money", and reads as "kane" or "kin", however, it may also mean korean surname "Kim"

that would be about right as the providence of the collection I am trying to sort dates before 1900
any idea where I can find out more?

interested in the meaning, I actually tried to ask real japanese folks in an irc chat, and they - although having more proficiency in dealing with those characters than me - couldn't figure out it either...
