Double 9 for sure but the part under the leafs I'm unsure.

looks like a Ghost leaf.. The shape is right for a leaf piece

Nice find...I have a few of this kind of error on some of my 1979's I've noticed that this year has quite a lot of Die Deterioration and looks like die chips on leaves happening on the right leaf too.

Not sure of the value but Nice find for sure
