Looks like glue to me. Give it a dip in Acetone and see if it goes away.

EDIT: The coin pictured is not a 2006.Did you check for a double finger,i see something there.

Where the glue was and still is has not oxidized the copper plating. The glue has kept the copper from toning evenly

It is without a doubt glue, laminations on zinc planchets are quite uncommon since it is not an alloy.

Nail polish remover is not 100% acetone, which is safer than nail polish remover on coins

Whatever they did I think it is an impression of the reverse. You can see Lincoln's head and other parts of the reverse.

IMHO keep it as is and see how it tones out

A lamination issue is not going to tone the coin like this? I still say glue or some other form of adhesive.IMHO,What ever it is that's on there it came after it left the mint ,Other wise it would have an even toning.
