The coin does not appear to be tampered with. Generally coins with very low "grade" value tend to have devices and letters/numbers in what appears to be abnormal appearance as a result of excessive wear.
Coin is only worth a couple of bucks due to it's low grade, which is also a guarantee that it's untampered with!
