Yes. That would read, "goodEF," implying something better than a "normal" EF. There's also "aEF," or "almostEF." These modifiers are used in conjunction with every word designating grade - at least, everywhere but the U.S.

"EF" in such a grading system implies greater quality than the Sheldon EF - AU is reserved for coins we'd describe as AU58, barely circulated, and the world's EF covers coins up to about our AU55.
So, secretsquirrel actually assigned a pretty favorable grade to that coin. I tend to agree with it - just the hair highlights and highest details on the reverse imply circulation wear.
