I think the unusual aspect of this slab is the "split-grade" notation. ANACS used to provide separate grades for the two sides of a coin which recognized the fact that sometimes one side would show a different level of wear.
Barber coins are one type that comes to mind, for which the reverse often shows Good detail while the obverse might be closer to Fine.
If this is a split grade I think they got it wrong. The obverse is stronger so it should get the higher grade and with a split grade the obverse comes first. So, it should have been graded "Fair/Poor".
