I bought the set that contains that medallion from Gatewest a few months ago.

Item #: 11835 $7.95

"This set features the 1ct, 5ct, 10ct Volunteer, 25ct, 50ct, Loon $, $2 Polar Bear, and a special RCM medallion.

Some sets (randomly) feature the special Volunteer 10ct Coin, and others the regular Bluenose 10ct coin.

Special to this set are the 1ct 'P' and Loon dollar coins, neither of which were struck for circulation. "

...unsure if its brass or steel as its still in the 2x2 it came in...
It was around $7.00 through ebay...I guess I overpaid, but I love the medallion itself...
