Looks like it could be a RPD on the 1 and last 8 I can barely detect recutting on them, but not conclusive, need even closer photos to be positve. Any chance there that is another loop inside the 9 loop? The 1 & 8 I'm seeing at the top but only a minor shift, However the first 1 looks like it might have a doubling on the bottom crossbar to the left side, is there clean seperation or notches there in hand? It could possibly be Strike Doubling that has been worn down. Maybe other more knowledgeble IHC collectors will chime in.

These are the closest pics I can get. When I look with my loupe there looks to be a spread on the East and another on the West on the 89. I see a little on the last 8 but I'm not sure. The 1 looks to have splits on the top serif and the bottom left and right. I tried to enhance the photos for a better view.

I checked Snow's attribution guide and he shows 36 varieties, mostly minor RPD's. However, nothing matches what your coin appears to be showing and from your photo I can't really be sure that you have a RPD

After looking at your closeup photo, I still see nothing that matches

I don't know if this will help determine if it is an RPD but there is something wrong with the N in UNITED. I don't know if it is PMD though.

I don't have the Snow guide for this year, but generally speaking...areas of raised metal around the date are diagnostic of an RPD. If it's not dirt, there might be a loop inside the last "8" (a common place to see RPDs). There could also be a curve to the left (arrows).
