The last two images look like Machine Doubling.

Really, I say the Machine Doubling on the left side of monticello (the actually building) but since the mint mark seem to be at two different angels, I though it was good.

Here is an listing for the CONECA 1964-D RPM-003. It is nothing like the suggested RPM:
Removed image.

Note the roundness of the mint mark area. The OP's coin is flat shelf like. Machine Doubling. Machine Doubling can affect just one area or different ones and in different directions from strike to strike.

Typically if you identify Machine Doubling anywhere on the coin, it will probably have a very good chance that the rest of the affected areas will have some as well.
When I see any sort of Machine Doubling, I personally rule out DDO's RPMs and RPMs.
