Question about the uncirculated gift sets...birthday, wedding, baby, etc...

Are they classified as Brilliant Uncirculated, Proof-Like are just Uncirculated?

I believe they are just uncirculated.

Depends on the year and the set. Basically, earlier years are BU while newer sets are uncirculated.
