I thought that Work-houses and Debtor's Prisons were discrete and separate institutions:
the qualifications for entry were quite different.
About 20 years ago, a Policeman where I live realized that a vestige of the old law was still on the statute-book.
When he didn't have enough evidence to lay a charge, he'd find a creditor who would assert that a debtor owed $500 or more, and was about to abscond. That was enough for a warrant to hold the suspect for a few days.
Back to coins: I've seen a few tokens that referred to Workhouses or to Newgate Prison. Conder, and others, dealt with some interesting social issues.
