Weird Mark On SBA Dollar

Hey, all -

Newbie here with a question. My mom had a pile of SBA dollars she had been hanging on to. In the mix were about eight coins with this weird mark on Susan's cheek. It almost looks like an ampersand. All eight coins have the exact same mark in about the exact same location. The mark is not transferred to the back of the coin at all. I've searched around and cannot find any information about this. Anybody have any ideas?

It is an ampersand. It's a counterstamp, added after the coin left the mint. It's an interesting piece, but it doesn't have any value.
