This is something little that I got myself without knowing what it is, after searching for hours on the web what it is, I have not discovered any info about it.

Can someone please explain more, and what amount of money is it worth in Europe?

I have a silvered brass example, similar to V1.1. Mine was picked out of a dealer's junk box for $5.
I have seen quite a few of these before, so I think my example at least, is rather common.
