I waited a day before responding. Look, there are XF details in areas. HOWEVER, there is a weak strike to consider.
So, I'd say XF, weak strike. Unusual for a Phillie example. But stuff happens.
As all 1896 dimes are difficult to find, I would not consign this example to a bargain box.

scarcity considerations aside, its a details grade; obverse surface issues, looks like a hit to the reverse rim at 9:00, not quite sure what the discoloration on the obverse relief is but I suspect the wipe marks there indicate a harsh cleaning and that could be unmoved dirt/grime

looks like what might be a great looking die crack n the upper left reverse foliage underneath the wheat stalks
