It looks quite crude, but that could be due to circulation.
Could it possibly be a charm? it looks like it has an edge mount.

The text appears to be arabic, and there are some arabic numerals (right side of your first picture), which looks to me like AH 1312 (1894 AD)

I think it is (or it's trying to be) one of those pitas from the Malay Peninular. Some are made of tin. It's not an area I'm familiar with at all but that's the general direction.
