There are a few 1899 cents with re-punched last 9's, since that digit was entered into the dies by hand. We included three in the 2011 Charlton catalog. This is the one on page 346.
These are a little scarce, but not rare at all, even in mint state. I have seen one in 64 RED and one in 65 RED, along with some lesser mint state examples.
The mark on the 8 is interesting. The others I have seen from this die do not have that mark. If it is in relief on the coin, it may be a stray piece of metal that this particular coin was struck through, or it could be a very late stage die chip on the die. As I said, I haven't seen that before and the others I have seen from the same die do not have it.
