Could be tool marks, but I'm not sure. Bill will know better for sure. And is that a doubled 2nd 9 I see? Nice find!

I'm thinking about soaking the coin "but in what..?".. to get that black crud out to better see into the 1st 9 etc.

I won't touch it until experts here tell me what best to do and what not to do...is soapy dishwater OK..or Varsol maybe..?

This cent is well worn, so it's not like I'm going to damage it or wear it anymore.

From what I hear warm distilled water or pure acetone are the things to use -- no harsh chemicals or metal scrubbies. With your coin in well-worn shape you won't do much damage to to the condition if you use q-tips or a soft cotton rag, but don't scrub too hard -- you want to keep the natural toning it has intact. Soak the coin for a bit in either of the two liquids, and then gently brush it with your q-tip or rag. This is a nice coin to practice your cleaning techniques on; learning how to take the years of gunge off without harming the coin. Or if you have a low-grade trader that would be even better to practice on first.

I don't think that they are clashes ... I think that they are scratches/corrosion on the die. If you think of the working die, the insides of the 9's and O's are like the lead of a pencil sticking up in a hole. Being that thin/small, they wouls be very susceptible for expansion as the die got hot while striking the coins. Remember that the insides of those letters and digits are actually at the "field" level of the coin. I think that those portions of the die either scratched/chipped/corroded or some tried to polish the roughly .. and they were the highest surface on the die. A die clash would have normally extended outside of the letter or digit, not remained just inside. Think of the die .. what's in relief on the coin is a recess on the die.

Acetone might help and won't harm your coin.

Use a glass dish and a glass bowl to cover it up while bathing. Acetone will eat plastic. Do it in a well-ventilated room so you aren't huffing too many fumes. It is kind of nasty stuff.

Some of that crud should come off and you will be able to see more clearly what the marks might be.
