It's commonly known as a "Bull and Horseman" jital (from where Pakistan / Afghanistan are now). This one appears to be somewhat debased and small so it's one of the later ones.

These jittals are reasonably easy to get. $20 should buy you a nice one.

This is the bull side of a bull and horseman type coin. This has been issued by a long row of rulers of North West India. Other side may help to attribute.
