The black is most likely gunk or toning.

What's that raised glob @ 3:00 o'clock ? Is is silver or just some matter stuck to the coin ?

I am unsure of what it is I haven't really poked around on it to much for fear of damaging coin but it seems to be stuck on pretty good if its gunk. I also just noticed around her hand it looks like the surface of the coin is sunken in. I also noticed a sunken in spot just to the left of the glob at 3:00 o'clock. I will take some closer pictures and post them.

It looks like lead solder on the obverse.

i am not sure if its been in I fire I just recently purchased this coin but it could be possible also I do not think it is led cause I do scrap my fingernail across the glob at 3:00 and it did not rub any off or leave mark. Thanks for all the feedback so far.

It was mounted in something, I have a walking half that looks very similar on the reverse side, the cause? It was mounted in my great grandfather's money clip before the clip snapped and he removed it.

Wow that makes a lot of sense being that only one side has this black substance. Thanks for posting.

If its globs of glue, acetone will make quick work of it.

No the acetone will NOT harm your coin at all. But be sure you use pure acetone from the hardware store and NOT nail polish remover even if it says it pure acetone. It has other nasty stuff in it that WILL harm the coin.

Awesome I actually think I have some pure acetone laying around so I think I will give that a try. If that doesn't take it off I think the next best explanation was it was in a fire. Ill post some pictures after I try the acetone.
