What is going on here? This is Machine Doubling? Or is it nothing at all and I am just seeing things?

MD is not collectable to most collectors, if it is an extreme example, I would keep it but it will not sell for a premium and I would never buy one personally. I do not see much here, would you mind posting more pics and different angles?

On the 1 & 9 I see some die abrasion has took part of the base of the date in that area from a heavy clash polishings. It is a normal cent and not a doubled die. If it were a doubled die the devices would be enlarged. You coins devices on the date are normal. Under the 95 and mint mark there is also die wear SE on these devices. On the tops of the devices it appears there was some contact with another coin or even ejection doubling that damaged the tops of the entire date. Hope this helps. You are probably like me when I started collecting. I always wanted to know what caused the event that made my coin. But the easiest answer is: damage is damage, no matter how it got there. So I see no evidence of hub doubling. Sorry.
