The obverse is copied from an ancient Roman gold coin of emperor Licinius I. That's not a phone number you can see beneath the emperor's name on the back, it's the years he lived (260-324 AD).

As for what it is, it's part of a set of replica ancient coins. They're intended to be housed in a tray or display case where you can't see the back; the information on the back helps to identify which coin in the set is which.
