This penny is a blank penny. It has been through the rimming phase. But the penny is blank except for a small out line of the memorial. I could not get a good scan but you can see the out line of the memorial better when just looking at it. Were they just lining up the dies when this happened?

Type 2 plated planchet. Without the set up you would just have a type 1 blank.

I have another question. The image in the center is the same place where the Memorial is on a coin. Is It a partial image of the memorial,or some kind of alignment die to check if everything is in the correct position?

Your coin is just a plated planchet. It missed out on the striking process.
