New Zealand 1960-S Era Notes - Is That A Stain On There?

I haven't been collecting world paper money for long, but I'm trying to be a cautious as possible. I've noticed on a lot of the notes (from the Reserve Bank of New Zealand during this 1960s time period) there is this thinning near the margin (either top or bottom). It appears to be a stain when I back light the note. It's really weird, and I can't figure out what it is.

Does anyone know what this is from? Is this how they were made - something with the printing process maybe? Or was this from some sort of counting method?

If it wasn't made while it was at the printing press than that will make the note no original. I'm very picky and want only the best quality note that I can afford to go into my collection.

I think you have Fleming £.
My New Zealanders do not have this.
£ New Zealand Notes are often manipulated.

It's very strange. And this isn't the first time I'm seeing it either.

What would the point to manipulating this note in this way... what does this accomplish?

Hello,
I know the phenomenon.
This is not specific to New Zealand,this is sometimes in older bills.
I think that it is a fungus. The bill is contaminated.
Can you see in light a shade of red?
Smells the bill like chlorine or mothballs?
I am not 100% sure but I think that is it.
I will show you a Note with the fungus and two clear New Zealand Notes too.
I believe that this phenomenon occurs in chemically washed bills.
