At the top of the obverse going from right to left, the characters read: Chung Hua Min Kuo Wu Nien
That fifth character (Wu, or 5) is your date (fifth year of the Republic of China, or 1916).

I'll add that Chung Hua Min Kuo (the first four characters from right to left) indicate the Republic of China. When you see these characters on Chinese coins of this year, you will usually find the year of the Republic followed by the character Nien.
You can find a Chinese number chart online or in the Krause catalog. To get the Republic of China date, simply add 1911 to the "date number". (on your coin it is 5, so 5 + 1911 = 1916)
