2004 Michigan Quarter- Die Clash Or Not?

I was looking for doubled earlobes on State Quarters when I came across this strange image on a 2004 Michigan Q, of what looks like hydraulic tubes going through Washington's upper neck/lower jaw, just below the earlobe.

Naturally, the first question that came to mind was... Washington was a cyborg?!?
Of course, after a few more moments of thought I realized, silly me, that can't be true; the US Constitution does not allow for cyborgs to run for President.

So upon further observation and after finding few more strange images, I realized these may be clash marks. But the problem is, there is nothing on the reverse design of this coin that would match those impressions.

So my question is... can a coin have clash marks from a die of another design .
Or is this not a die clash coin?

Looks like die damage/gouge. It doesn't follow any part of the obverse hub's design.

I think die damage too. I have something just like this on a Florida quarter also.

After studying it for quite a few hours I still have no idea if those "tubes" are raised or recessed?
They look mostly raised, but there were a few instances where,depending on how the light hits it, I have also seen them recessed. Sometimes they even disappear at specific light angles.
I tried the focus test where the raised part (being closer to the lens) should come into focus first... but it was a no go; there doesn't seem to be any depth to that image.

I think I'll keep it aside for now until I can devote more time studying it.

If they are raised, then it is a die issue.
It is incuse, the it could be PMD.
But I'm seeing raised in the image.

I think they are raised, too.

In the photos they appear to cast a shadow. In the top photo there are PMD scratches that do not cast any shadow. So the next time you feel up to it, check out what are for certain PMD scratches and see how they compares.

I know how it is -- sometimes I look at something for so long that I give myself a headache.
