Most stores turn them into the banks. The banks shouldn't give them out (by law), so it might not be a good idea to try. However, big stores (Safeway, Superstore, Sobeys, whatever) have been pretty receptive to my cent-related inquiries - they don't care who they sell the pennies to, and some of them have a lot of them coming in and staying in now that their change machines are programmed to never give pennies back as change. No KGV yet, but I'm working on it.
As for hoarding - not much "crazy hoarder" mentality going on (except me, I guess). Most people I've talked to don't feel much attachment to their penny jars and all the speculative buying seems to be limited to those ridiculous "Farewell to the Penny" BU rolls. I once saw a man offer $50 for just three of those rolls, at a show no less!
