Hello 50cents,
I don't know grading standards for commemorative halves, but this one appears to have light even wear on the high points (Kilby's cheek and hair and the eagle's leg, breast, and tail). Toning is attractive and looks natural. It is a very appealing, lightly-circulated example and I'd call it EF-45.

The coin is a very appealing EF, and would be called choice EF. I bet there is some original mint luster hiding under the rim toning.
