Odd 2013 Perry's Victory Quarter

Got two of these in change today. The first one looks strange with rays around the entire coin; the second clearly does not have them. What may have caused this, it does not look like PMD since the coin is essentially bu. Would this be considered an error (not) or what may have caused this?

could it be a special strike (like specimen) or proof?

I'd say die polishing error, but I'm not an expert.

Its a holy coin but most likely die polish as it does not look like scratches I dig the look and wish it was on a silver quarter

Metal flow lines from dies that are wearing out. It also creates the "cartwheel" brilliance on some uncirculated coins.

I've gotten over a dozen of these quarters over the last 3-4 weeks, and have seen rolls in cash registers, most that I've gotten came out of rolls that were opened as I stood there waiting for my change. I've never seen any other state park quarter in such quantity here in the south, and I've never even heard of Perry's Victory before! Is there a high mintage on these? There are several state park quarters that I've never seen in circulation.

Ive collected ATBs since they came out and have found more than a few with that same effect. Not sure of the reason, but not crazy rare, imo.

Well, if I were you I would have consulted a professional numismatic or coin dealer. I guess, you would be able to get elaborate information on them.
