the first image (the reverse?) looks like a sovereign or half sovereign, and the figure on the second picture (the obverse?) look like Queen Victoria. But I am still looking for that wording

That is a rather strange medal or token. It is of course modeled on a coin from Great Britain from the last year of the reign of Victoria.

Narcisco Gonzalez is a person's name and Villagarcia is a town in Zacatecas. What this combination could possibly mean is as big a question to me as to you.

There seems to have been a Narciso Gonzalez in Villagarcia, Spain, perhaps contemporary with this token, who produced postcards:

What-The-Heck-Is-This...id-Help.
Perhaps this was an advertising token, possibly directed at the British tourists who were his target customer base.
