1984 Cent Is This A BIE Error?

no, a BIE error would be between the B and the E. Not sure what that is

I am looking at a listing in US COIN DIGEST headed "BIE varieties (II-F)" #II-F-3 is the variety showing IIB. I was thinking this might be that variety. It states that the extra "I" can be between any of the letters and each is assigned a different variety number.
An IIB error sold on ebay for $7.95 here:

The reason I am asking the question is that most "BIE" errors with the "I" between any 2 letters in LIBERTY seem to have what looks like a full Cud occupying the entire space between the 2 letters. This coin has what looks more like an "I".

A "BIE" error is the result of a die chip between the letters leaving raised metal. Your coin is not. I can't tell for sure but might be a die gouge but most likely just die wear.

It looks like Die Deterioration to me.

It's not a BIE. Cuds always include the rim. BIE's do not have to only be between the B & E. BIE's are caused by a die chip.
