30 Kb Photos Will Not Upload. Says Too Large?

Anyone else having a problem uploading photos? I use the optimizer and reduce the file to 30 kb and it still says its too large. This happens constantly. I try it over and over, then out of the clear blue it finally uploads to my post. Yes, I'm using my iPhone. I'm on the go and can not use anything else. Help. Half the time I give up after wasting my time for an hour. I'm starting to think I'm too stupid to figure this out.

I have the exact same problem. It just does not want to upload from the optimizer. Then suddenly it will. So frustrating, that I seldom try to include photos.
