I wouldn't say such issues are "common" but they do happen with some frequency.
If they are new purchases from the RCM, I would arrange to send them back for replacement. Such toning issues can worsen over time and impact more of the coin's surface; they may also stay exactly as they currently are, it's difficult to predict.
Regarding their impact on the coin's value...
For some collectors it will be a deal breaker - they want only "perfect" coins for their collections. Other collectors are more "forgiving" of small issues.
It's up to you decide which category of collector you fall into and what's important to you.
