Defective Spots On Coins?

I Just got a couple of new coins. On the obverse side of the coins, one of them has 2 visible white spots near the letter D & R and a brown visible inclusion in the plastic capsule (on the hair). The other coin has a visible white spot near the dots on the circumference. Both coins have quite a few small white spots scattered all over and when you view them at a certain angle on the obverse there are also some very light brown spots on them. Please see attached picture for example(Light brown spots don't show in pictures).
Are they common on proof finish coins? Would they affect the value of the coins? Thanks.

I have an issue with two coins of mine, seems pretty alike. https://goccf.com/t/122140 never got a concrete answer though

I wouldn't say such issues are "common" but they do happen with some frequency.

If they are new purchases from the RCM, I would arrange to send them back for replacement. Such toning issues can worsen over time and impact more of the coin's surface; they may also stay exactly as they currently are, it's difficult to predict.

Regarding their impact on the coin's value...

For some collectors it will be a deal breaker - they want only "perfect" coins for their collections. Other collectors are more "forgiving" of small issues.

It's up to you decide which category of collector you fall into and what's important to you.
