Picked this one off the parking lot of a local store. Thought it looked cool. Is it a defective planchet or lamination peel? Thanks for looking.

Neither, severe environmental damage/corrosion has destroyed the outer clad layers. Clad coins are not normally subject to laminations which are typically found on alloy planchets but you can have clad separations which reveal the copper core.
