Most common is a rotated die.
Its not the best picture but it looks like you may have a double 9.

Those are both awesome coins. So, this would be re-engraved as well? Am I not seeing any doubling on the 4 or 0 because of wear? (It is ICCS EF40) This is a relatively new aspect of numismatics for me and I see myself having to get a USB microscope soon... and some reference books.
