Sorry, but personally I'd toss them both into the junk pile. There's plenty of these out there in much better condition than these.

Well, the bottom one is a small date isn't it?
Both of them have seen better days though.

Yes, the top is a large date and the bottom one a small date.

I have a few that are in much better shape that I have already set aside. I guess a better way to phrase my question is, which is better compared to the rainbow-ish finish versus the solid luster.

The choice is only yours to make. some people prefer coins with no toning and some prefer colorfully toned coins, which do you prefer. If it were my choice I would keep the first one despite the fingerprint.

First coin is better to me as it is cleaner from hits, the second coin has a big ding on the steps on the reverse.

Westcoin is correct about the "big ding" on the reverse steps. I would gong a coin like that if I were buying MS RED Memorials by the individual coin. Most of those dates are under $1 and it just isn't worth the time to flip them. That being said I do think the second coin has the better eye appeal. From my experience you see more Large Date 1982's copper or zinc vs. Small Date 1982's copper or zinc in MS-65 RED. So the first coin would be the easier one to upgrade.
