1987 LMC - Crumbling? See Columns 9-12

Please look at columns 9-12 on this 1987 Lincoln Cent. Would that be crumbling? I do not find any reports of doubling like that.
Please also look at the top of the facade between columns 11 and 12 - seems to be a "bulge" like it is sitting on the top.
