I understand that, for many years, mints in Spain have operated training schools for new Engravers.
The coin dealer from whom I bought this large silver piece perhaps 20 years ago said that he had bought a small group of these pieces, and that they were made at such a school at the Seville Mint.
Sedwick Auctions sold one a few years ago, describing it as "Spain, silver medal (1985) of a Segovia 50 reales (cincuentin) 1610C made from art school dies from Seville. 146.5 grams. Lightly rainbow-toned Mint State, engraved F.A.S. MEDALLA PUERTO RICO 17 and PLATA 999 on the edge."

Any information on the schools would be appreciated.
Hmm, the "F.A.S." could refer to the Federación de Artesanos de Sevilla. So I guess (may be wrong of course :) ) that an artist made this medal in 1985, based on those art school dies. The Sevilla mint ceased to operate some time in the 19c; the "art school" mentioned may be this one.
Today the Spanish Mint (FNMT-RCM) in Madrid has a school for engravers and designers, see here, which opened in 1990. Those sites are in Spanish ...
