This is a pic of a 2013 Perry's Victory Quarter that came out of the brand new rolls like this. Is this categorized as a error? The other side looks OK, but the die may be a bit worn. none of the other quarter in the roll looked like this but some a sheen from a worn die I believe. Still pretty cool though.

That's typical of counting/rolling machine damage. We see them here often in posts like yours. Unfortunately you can't retire.

As said, I think it got stuck in a machine, similar to a vending machine mechanism.

TPG's call that a wheel mark (not sure where they came with that term) but caused by the rolling machines for an end coin in a roll.
