If I Send A Partial Paypal Refund, Does The Buyer Pay A Fee?

Idle question, something I've never thought of. Say, for instance, I like the auction ending price and decide to suck up the cost of shipping for goodwill. So, I refund the charged shipping cost to the buyer, whom I then own for all time to come because I just arbitrarily lowered the price I charged him.

Does the buyer pay Paypal fees on that incoming money? I actually have an auction ending tonight that I might do this for.

No, customer gets the full amount refunded and you get a corresponding partial credit on fees. But you must process it as a refund, not a payment.

Correct. If you just send him the money he would have to pay fees. Refund won't charge any.
