mint marks were added to the working dies by hand until 1989, so off-center is very likely. Not sure about the size

My advice for the MM size is to compare with several others of the same date. The size of the mintmark varies from year to year on some coins, and can even vary within a single year.

Two mintmarks even if punched from the same punch can be different sizes if one is punched more heavily than the other. Since the mintmarks were punched by hand you can also expect some variation in size as well as position.
