I think there is a fair chance they are wrong.

Here is an S-188/NC-1 (same obv)

1799-Or-1798-Large-Cent

Here is yours

And here is an S-189

1799-Or-1798-Large-Cent

On the 189 the highest wave of the hair (HWH) is just about directly below the center of the R. It is slightly further right on yours. That does match S-188, but the T on both 188 and 189 has both feet. Your appears to be missing the right foot. And finally on both 188 and 189 there is a lot of space between the hair and the bottom of LIBERTY. On your coin LIBERTY is down much closer, especially between the right leg of the R and the hair. I also think the 9's are too close together on your coin. Almost right for 189 but definitely too close for 188.

The 9s are also too close together.

I am 100% certain it is a 1799. I can clearly see the last "9". All the diagnostics tell me it is a S-189, B-3. I believe myself, PCGS and Heritage know what we're talking about.

I outlined the features in red and did an overlay. Matched up. I think and variations in the legend and date can be attributed to the smashing of the letters from circulation.
