After making some adjustments in Photoshop to the images, I found the detail to look very much like VIRTVS ROMANORVM. here is a pic:
Label in my book reads : VIRTVS ROMANORVM. Roma enthroned facing. RIC
(Aquileia)28d

Based on the condition of the coin it's difficult to say with certainty but I believe your coin is of the emperor Arcadius 383-408 AD with the reverse of VICTORIA AVGGG. Victory advancing left holding a wreath and palm.

Definitely victory advancing left, probably not SALVS, bust coincides with Arcadius' style. I would be willing to agree with Echizento.

wow thank you so much for sharing this information. I really appreciate it.

I don't know much about coins to be honest and this was found amongst my great grandmother's coin collection. are they best left as it is or is there a way it could be cleaned to see the images more clearer? Is it worth selling to a coin collector?

This coin is as far into the cleaning process as you can get. and, whilst a ggreat historical peice, it is, unfortubately, worthless. I wish there was some way around it, but millions of these exist because the mints churned them out in the millions upon billions, they were used everywhere. any roman is worth about 50c as a slug with the outline of the design, id place this around $1 because its a later emperor, so unfortunately today is not the day when you buy a giant yacht.

ooh yes and

On a side note, what else did she leave? Hard to believe she bought this and no other romans.

Thanks so much. There is quite a bag of coins from all over the world, but this one caught my eye because if its tiny size. I guess I better start going through them all to see if there is anything worth selling? Like I said, I don't know anything about coins and am not sure why she had these. Any tips on what to look out for would be highly appreciated.

In the meantime... Back to buying my lottery ticket for the weekend hehe.

Thanks again!
