no not a doubled die I was not thinking that I was leaning more towards weak strike or worn die,,thanks guys

It looks like a MDS, so I'm thinking it is not a worn die. The concentric gouges near the rim is just marks on the die.

Hmmm..... looks like a minting error to me, the ‘L' of Liberty touches the rim, not sure tough.

If you look at many examples from this year, the devices are touching the rim. No wonder in 1969 they came out with a new design. Just a normal coin for this year.
