Question Of A Middle Age Silver Penny?

Hello, can anyone tell the meaning of the four quadrates of 3 pellets each on this middle-age penny of England? Before the Henry III, there is a "cross" (probably made up of 4 pellets) in each quadrate instead.

As an outsider of Great Britain coins, I would guess it is a kind of denomination presentation. 12 pellets (12 d) made up to one shilling though shilling (solidus) was not born at that time. Just my imagination so it might not be right.

Any opinion are welcome.
