I saw a set proof ASEs for sale, all PF70s from 1986 to current (27 coins) advertised at $12,999.95. Are PF70s really worth on average over $480?

On average probably. The brand new ones are worth like 100 max with how many there are but the older ones can fetch BIG money

If you patiently waited and acquired them individually, you might be able to buy the whole set for $10-12,000. You may end up having to pay a bit more for some of the rarer ones, but you can definitely beat that retail price on the more common ones. As I see it, buying the whole collection as a package should cost you less, not more. First, you are losing out on the experience of the quest. Second, the seller gains time and money by not having to market, sell, and ship each coin individually.

For all practical purposes no one can tell the difference unless they read the labels and it will cost you a fraction of what the 70's would cost. And when you consider that if you were to crack out the 70's and resubmit them, probably at least half of them would come back as 69's, why are you busting your budget to buy 70's?

Yeah, I kind of thought busting 70's out would be counter productive too. LOL
Yes, they are in that neighborhood value wise. Could you pull it together one at a time for a bit less as pointed out? Yep. But if you were not patient and really were not worried about the hunt (I mean these are slabbed modern coins. Aside from finding something clearly not a 70 in the slab, there really is not a lot of hunt involved here) then that would not be a horrible deal. You would be paying a bit more for the convenience of getting them all at once.

To me that's an outrageous price. If you hunt for the coins individually, you will save a lot more. However, if you know someone who is up for building a quick collection and is willing to pay a whooping price to acquire the entire collection at once, you can earn a good deal for yourself.

another way to look at it is you should get a discount for making such a large purchase at one time, you are doing the seller a solid as they don't have to take all the time it would take to sell them individually.

couple things- 1- I don't think that price makes it worth it. I bet if you were to stalk each one, such as ebay and bid on them, piece by piece you would get a much better price 2- I do appreciate graded coins. I think its valuable that they are graded. However, for some reason, I cant seem to purchase any graded coins, its like a turn off for me. I think, like with the silver eagle proofs, I think the slab is a total turn off for me. I like silver eagles in their velvet case with COA,, all together.

I think you folks missed my point. You are paying a BIG premium for "70's" which, if the TPG were to look at them again, half of them would not be "70's". So save a lot of money and buy 69's because half of the 70's are 69's anyway.
