This is a 1916 Mercury dime. It's very tarnished, but the lines / impression is strong. I wonder how much tarnish counts against a coin's grade?

The coin appears to be damaged and as such would not receive a grade. The details appear AU. Toning or tarnish does not hurt a coins grade per se and can help it. The obverse of your coin has a foreign substance and heavy toning on it however, that means it's (likely) damaged and would not be graded.
